In its over 11 year history, the C2PLA Coalition has accomplished much, thanks largely to the community partners and individuals who volunteer their time to address the challenges and needs associated with reducing HIV/AIDS among young gay and bisexual men of color.  We measure our milestones by the amount of new completed Structural Change Objectives (SCOs) we are able to achieve.   

 Below are some of our completed Structural Change Objectives. 


By March 2008, there will be a Student Health Task Force at Compton College, which will provide leadership, advocacy and guidance around health needs of Compton School Students.

COMPLETED:  5/4/2007

By March 2008, Planned Parenthood traveling clinics will provide free family planning and STD testing at El Camino College – Compton Community Educational Center.

COMPLETED:  9/5/2007

By October 31, 2007, Ivan Daniel Productions, including the promoter and DJ’s, will modify its practices to include HIV prevention messaging throughout all events.  

COMPLETED:  9/19/2007

By March 1, 2008, Smiley's Book Store will distribute free condoms and educational materials to any youth who comes into their store.

COMPLETED:  3/19/2008

By June 30, 2009, at least two South LA schools will have developed new Gay-Straight Alliances (GSAs) on their campuses.

COMPLETED:  6/24/2009

By March 31, 2010, Los Angeles Unified School District, GSA Network, and the Black and Latino AIDS Project will adopt and distribute lesbian, gay, bisexual, and transgender (LGBT) support packages, including laws affecting LGBT health and safety and LGBT community resources, to South Los Angeles middle and high schools.

COMPLETED: 3/9/2010

By October 15, 2009, the Message Center Word Church will create an HIV Commission from within their existing Wellness Ministry that will plan and design HIV activities at the church.

By June 1, 2009, a new protocol for referring newly identified HIV+ youth to services will be developed by the HIV Counseling and Testing Workgroup of the Los Angeles County HIV Prevention Planning Committee for HIV testing provider trainings in Los Angeles County to be implemented by the Office of AIDS programs and Policy.

COMPLETED:  5/7/2009

By March 16, 2010, Be One City, a social networking website for HIV-positive individuals, will modify their current practice to include information on participation in clinical research trials on their web site.

COMPLETED:  3/25/2010

By September 15, 2010 the office of AIDS Programs and Policy will establish a new practice of having all health education materials targeting youth reviewed by a special panel comprised of people with adolescent health expertise.

COMPLETED:  8/13/2010

By October 1, 2010 the Office of AIDS Programs and Policy will have a new established protocol outlining the transition of youth to adult-specific case management and medical outpatient services for youth transitional case management staff at funded agencies.

COMPLETED:  9/07/2010

By January 31, 2009, CHLA’s Teenage Health Center (THC) will have installed low-cost condom vending machines in the men’s and women’s restrooms.

COMPLETED:  2/16/2009

By August 15, 2011, the Office of AIDS Programs and Policy will develop a new policy outlining transitional case management service for HIV positive youth for funded contracting agencies.

COMPLETED:  7/19/2011

By October 15, 2011, Models of Pride the largest free LGBTQ youth and young adult conference in the nation will add HIV testing to their annual event.   Organizers of the conference will partner with community groups to offer comprehensive sexual health education and testing annually.  They will integrate a model that also has linkage to care workers present at this event.  

COMPLETED:  10/15/2011

By May 1, 2012, a minimum of two youth-specific social services agencies in Service Planning areas 4 and 6 will integrate an annual agency self-assessment tool into their OAPP approved agency Quality Management plans to increase competency to serve LGBTQ youth.

By October 12, 2012, the Los Angeles Gay and Lesbian Center-Jeff Griffith Youth Center will adopt agency specific protocols to include a health assessment and direct referrals to HIV/STI testing at first point of contact.

COMPLETED:  6/1/2012

By June, 3012 the Hollywood Homeless Youth Partnership will adopt a suicide assessment and prevention tool to train all direct line staff in building capacity to assess suicidal ideation.
